Changes

Add Amazon Linux 2023 to the list of rootfs we try.

Reason

We have no RHEL-derivative examples, and it would be good to have some variety.

Test AL2023 in the popular containers test.

Had to rework the build rootfs script to account for some small AL2023
differences.

In #4985 you mentioned extra steps to get the serial working. Are they not needed here?

In #4985 you mentioned extra steps to get the serial working. Are they not needed here?

Yeah this test uses SSH to communicate with the guest and that works fine. If we wanted to have an AL2023 rootfs we should apply those changes.
